It's seem that I'm on a cool-down of a sort, is it because they're on the trending tab or is it something else like a issues with the server?

Hopefully that I'm not the only one who notice that.

Cooldowns on comments are supposed to be 30 seconds long. Either there's a bug that makes them longer for you, or you're having too quick of a finger.

issue with the redesign that spread to the old layout.

Could definitely be that, considering that this site is about two decade old and the constant tampering would've broken something.
