The key question here is this: did you see this image get a significant Spread, and can you find out about key information on its Origin and what it's About? If you can provide adequate information on those three things, it may be worthy of having an entry. If not, then it might just be an in-joke that didn't catch on.
You did the right thing in making a thread on something that you aren't sure qualifies as a meme (or a subculture, event, person, or website). I'll give you kudos for that.
well i don't know anything about it and i'm not going on 4chan and stuff so i can't tell if it is spreading
all i know is that it have significant amount of result on google
and most of them seem to come from funy junk

Seeing this spread and how well known it is, I doubt we would deadpool this.
This is obviously a rage face, but doesn't receive much attention in the regular ragecomic-style images. It can best be compared to the other rageface reaction faces like Neil deGrasse Tyson. Although the best comparison is most likely Cuteness Overload, as they're both most commonly used in combination with cute or sad moments.
