Screwing around in aftereffects, came up with something I thought was interesting. While applying this filter is closer to the idea of 3D cel shading (find polygon/object, outline, flatten color,) the technique of painting an outline then filling it with color one frame at a time is known as Cel Animation (or Traditional Animation).
