Looking the notes… it's either Spy or Scout. I guess Pyro is the defective one.

On one hand, as a good spy Spy wouldn't be caught red-handed.

On the other hand… when money talks, Hale is surprisingly smart, so he probably has hot info from someone who can one-up Honhonhon (impersonating someone of trust to fool somebody into having sex? Only Scout's mom has a thing for ski masks and he can't afford to take it out).

Or Hale simply considers Scout's pictures of him performing sexual congress with the Eiffel Tower as evidence enough.
