Well, judging by the hair and outfit, and the fact that he's reading a book on the ceiling, he's probably a wizard. And the fact that he's reading a likely magical book and decides to no longer read it because of some terrible distress it caused him, I'm going to assume this is Full Metal Alchemist.

I'm just gonna wait to see who knows what this show is.
