Having not read the story in question, I can at least say that, in principle, it is possible to say nothing but factual things while still being misleading.

Example:
"Five Nights at Freddy's is an indie game in which you play a security guard working in a Chuck E Cheese-style family pizza joint, notable for its animatronic animal characters."

That whole sentence is made up of a series of factual statements, but it gives a totally misleading picture of what the game is about – I don't think many people would read that and think "horror game."

So, in that sense, "factual but not true" can be a totally legitimate criticism.
