you know what? I'm actually glad that Zaheer did not wind up on the KIA list. Why you ask? Simple, living now in prison is the absolute worst thing that can happen to him. He's living broken now. His friends are dead, his lover is dead, he watched his plans fail just seconds before its completion. He had EVERYTHING stolen right from under him, and with the 3 of the most powerful members of the Red Lotus down (presumably so this part is speculation) coupled with the fact that the world knows what he is capable of, the odds of him getting this close to success again is close to zero. And now he has to be locked in a prison designed specifically for his airbending, that will be much harder to escape then his last one, and have to relive his failure again and again and again…
