At the top is a basic function that is being set equal to the gravitational constant, G, divided by the reduced form of Planck's constant h with the weird bar, times the speed of light c. The function on the other side of the equation also involves G, being multiplied by some voltage V and the charge of an electron e.
The one below it in purple is meaningless. # is not a symbol that is used in scientific formulae, and if k is not being used to substitute for just a random constant it would be Boltzmann's constant, basically the equivalent of the gravitational constant, used to calculate electromagnetic force instead of gravitational. Long story short, they cannot be in the same formula (as far as I know).
