That's the Mega Man from the 80's cartoon Captain N: The Game Master. He was pretty well known for not only being that short (and green), but also had this annoying habit of attaching "Mega-" to words.

The Pit that showed up there (called Kid Icarus) also had that habit, putting "-carus" at the end of words.
