A gun with even with the largest standard calibre bullets in the real world would have no effect on a titan above 3 meters because of the instaheal, no matter how fast they were firing they wouldn't be able to take them down. But rapid-firing guns like the one being built in the picture, with cartridges and a cylinder magazine would make it a lot easier to stage a coup against the ruling elite. It would also mean that a the commoners could easily learn to master these new weapons since a muzzle loaded weapon like the once being used by the military takes months to learn how to use. So even though it might lead to effective weapons against titans in the long run (like artillery shells filled with explosives) they currently only pose a threat against the rulers.
