It's probably more likely that they couldn't secure the copyrights to sell toys with those specific names, that is "Octavia" and "Twist" (or more likely "Peppermint Twist"). So they came up with these similar but legally distinct versions to print on the package. That's also why those new figures of Mrs. Cake they're rolling out are all named "Dazzle Cake" on the packaging; They couldn't get the rights to sell toys named "Cup Cake."
