Disagree. You're forgetting the relativety of all things awesome to Rainbow Dash. The closer you get to Dash in awesome, the number of swag units needed to maintain it increases exponentially. In order for any non-Dash pony to reach Rainbow Dash levels of awesome, they would theoretically need infinite swag units, which is impossible.

Ergo, Scootaloo can only be best pony in a world without Rainbow Dash, and honestly, who would want to live in that world in the first place?
