If it's a whole bunch of guys who got a dispute? They go into teams (shirts v. skins) and do a whole bunch of duels inside the biggest burning building at once. My immediate thought is that under your system it's unlikely anything larger than homogenous Hamlets of a half dozen buildings would exist- because they'd be unable to grow any larger as they'd have to keep burning stuff down. Also as the system is universal what led all cultures to adopt it?
