Won't agree/defend, will just put a real scenario I had to deal with once in a while.
Our OSHA equivalent (which will soon be absorbed by the real OSHA I think) as well as other organizations would once in a while pay us "visits".
During those visits all was done by the book (read: 50% slower than usual and not cutting any corners and oh god we cut so many corners we were basically a circle).
Since rarely quotas were made to account for those inspections since that would look sus, as long as either spotters made 100% sure inspectors left the city, or just outside our premises if they're on our pocket (turns out even if you bribe them you can't get away with gross negligence), everyone had to pull double, triple duty resulting in more accidents in the long run.
Hint: Forklift operators weren't allowed to operate forklifts at all during inspections.
