I'm going to throw a guess and say this dude is angry that DNR soldiers hospitalized there have been kicked out to make room for someone else (Azov prisoners, if the tags are to be believed).

That's exactly right. Most of the text is actually translated properly, believe it or not. There are still some small corrections needed -- there are no "DNR-sheep" but just "DNR-people", which most likely implies soldiers. Also, the use of "manure" is supposed to be wordplay, as the russian word for manure is "navoz", which, as you can see, is close enough to "Azov" for the occupants to consider it as a valid insult against the ill-fated battalion.
