This will take longer to explain.
Bandera was a Ukrainian nationalist that became a nazi collaborator.
Azov is a militia in Ukraine made of Ukrainian Nationalists, Fascists, and even Neo-Nazis. So they of course worship Bandera.
This meme in general tries to say that Azov currently is holding Ukrainian Civilians hostage. This is not true and is just a piece of Russian Propaganda to justify their war crimes. Every time they do some horrible shit, they blame it on Azov.
"Oh, we did not bomb Ukrainian hospitals. It was Azov."
"We did kill civilians and raped women. It was Azov."
"The civilian building that was destroyed and all around it are pieces of Russian bombs and tanks, was not destroyed by us. It was Azov."
"Ukrainian Civilians love us, and anybody that says otherwise is Azov member."

Russia is still riding on the WW2 mythos. They see themselves as the ones that defeated the Nazis (no mention about how they actually boosted their army in the first place), and as you might have noticed they are VERY nostalgic about the soviet years.

Using Azov, they've built this narrative of Ukraine being taken over by evil nazis, so it's Russia's moral duty, as Europe's selfless nazi erradicators, to "liberate" Ukraine from their evil oprression.
