Xenoblade 2 is about a bunch of island things that are in a giant ocean, except it's an ocean of clouds that makes zero sense if you think about it for more than two seconds, and negative sense once you go beneath that ocean to a perfectly normal place (when otherwise the cloud ocean is treated as being underwater for the most part).

Time to check it again because the word for both is the same in my language (technically there are separate words but nobody use them), as a result I tend to mix up which is either in english.

(turtles mostly aquatic, tortoises mostly/sometimes exclusively terrestrial, got it)

Apparently that character is stated to be a turtle, but its look, physiology, and my random guess that Xenoblade isn't a major water-based setting, I'm inclined to believe they're actually a tortoise.
