The Japanese one is being deliberately vague about why he does it but suggests it's not something he necessarily likes doing.
The english one makes it a gender identity issue and suggests he prefers to wear clothing regardless of if it's masculine or feminine.
Turns out the context is that there are people who think he's dead and would try to kill him if they found out he's alive so he's in-hiding and dressing as a girl is the best way to throw them off his trail.
So yeah, the english one is pretty obviously a politically-motivated change to the character.
