What you're saying is just completely wrong. Having something in front of your mouth and nose when you cough or even just breath will ALWAYS prevent the spreading of disease. It's not rocket science, it's simple physics. Even if it's 1 ply, even if it's been month you use it.
They don't go trying to supply everyone just for fun.
