Which, of course, is fucking stupid. Especially for a cowboy themed character. Show anyone a noose and nine times out of ten they'll either think it's referring to oldentimes death penalty or suicide.

Who the hell are they trying to impress with this? It's so nothing that it just makes them look bad without getting any brownie points in return.

I think it is more the fact that it can be used in tandem with other sprays, like sprays of Baptiste or Lucio maybe. Personally, I don't feel strongly on this issue one way or the other.
