I think it's because the father tried to do it right, by the book. Like that cake that reads "olympic rings", usually shown on those "epic fail" compilations (baker was asked to draw the olympic rings, allegedly) is often used as an example of how strict copyright laws are sometimes. Did you know the Olympic Comitee owns the copyright over any arrangement of any five rings of any color and size? Given the context (it was 2016), maybe the baker was just being compliant with the law, or a tongue-in-cheek protest.

So Disney gets asked permission, denies such permission, cue the Internet doing its job as a megaphone for controversy. Sure they offered something (a celluloid poster or something which is temporary), but the alternative would cost them exactly zero cents. Time to look up for some engraver that does things off the books or isn't afraid of the mouse, because what's Disney going to do, risk the PR nightmare that is copyright striking a grave?
