In English: It's the European "anti-meme" law. EU law been proposed twice now that will basically get most if not all EU users kicked off of most of the internet. It demands that websites like YouTube either pay hefty, hefty fines (they're thinking short term income) or police every single video that comes onto their website for copyrighted content. And we're not talking deleting videos that have been uploaded, we're talking they need to ban any INCOMING videos or face punishment. So in response YouTube basically said "If this goes through then we're kicking the EU off of YouTube." Meaning a lot of big users from the UK and other EU countries will basically be forced off of the website because the EU doesn't understand how the internet works.
