I'm not really sure. The only certain thing I could say from what I've heard is that it's got an extra-huge dose of Bethesda style, with all the good and the bad of it.

So it kinda drifted away from Fallout in general, it got "triple-A modernized" in a way a lot of people outside the usual games dislike (which meshed really terribly with the Fallout fanbase, which is large but still kinda off the mainstream), and the tendencies people hate about Bethesda games manifest even harder than before.
