They may be seeking to change society as a whole MID TIER Villains who are only obeying their nature and doing what they do to survive. MEH TIER Villains whose motives are a mystery and seem almost insane at times. S--- TIER Villains who are just evil or lust for power. ?? TIER Villains with good intentions that just failed science class.

Okay fucking NO. Ghetsis was an awesome villain BECAUSE he was a completely selfish scumbag. He pretended to be a righteous hero to his cronies when in reality he was an abusive sack of shit to his own adopted son and ultimately just wanted power. He's even worse than Lusamine because she at least had the excuse of being driven to evil not entirely within her own will and is apparently capable of redemption.
