Most of the time, yes, unless it is something that would only work well on specific console due to that console gimmicks (like Splatoon for example).
PC will still be relevant as a platform in 10, 20, 30 years and further, and PC players then would be able to enjoy games that came out today just as well. PS4? Not so much. In my area it is nearly impossible to find XBOX and PS2 already – both console and the periferals, even used. The units break with time, and I doubt many of them would survive another 10 years, or be re-manufactured for nostalgia factor.
Sure, streaming is a thing, but that is, honestly a sub-par solution.
