I'm not sure what kind of freakishly large toddlers you've been around/seen, but it looks a lot more like a small torso to contrast the not too tall legs, and a chubby gut to better go with the wide hips.

And the thing about "furry" art is it doesn't play by the same rules as human art, small body =/= child, especially when the character's basically just a chubby version of the near on model original.
